Rotary Encoder problem resolution

I have been testing some inexpensive Chinese Rotary Encoders. While my circuit is working, I am getting an increase from rotation both left and right whereas the circuit should increase on clockwise rotation and decrease on counter-clockwise rotation ....... is this the Encoder or do I have something crossed in the circuit?

It is possible that it is wired incorrectly. Start with the datasheet and follow the wires.

Can you post your code?
Can you please post a copy of your circuit, in CAD or a picture of a hand drawn circuit in jpg, png?
Can you post a link to data/pinout of your encoders?
Are you encoders quadrature type and are they open collector type?

Clearly your circuit is not working! Quadrature encoders should get direction right.

But without circuit and code we can't tell what's wrong.
