rotary platform with encoder read out ?

I'm planning to create a scanning LiDAR . over-the-shelf LiDAR scanners are 400$ cheapest. a standalone laser ranger is 100$, so I was wondering if it would be possible to mount the ranger on a spinning platform, and attach an encoder to the platform. this way I save about 300$ on the scanner

Sure, you could use a DC motor with quadrature encoders or a stepper motor.

I think a stepper might be easier to control but DC motors are also used for motion control applications.
