just an update.
using the tlc4427 on the anodes and the uln2803 on the cathodes and ive got a working led matrix!
when i set the relevant pins high, i get the specified led to light.
i have it set up as;
i couldnt seem to get any luck out of the array functions though, which was drilling my head to bits, so i opted for a more simpler;

which is about as basic as you can get.
arraying will be the next challenge... then to pwm... but at least ive got some results coming!
