I don't understand what you want help with. You need to provide more information.
If you are trying to connect some device that uses RS232 voltage levels to an Arduino then you will need something like a MAX232 to convert the RS232 voltage levels to the Arduino's TTL voltage levels. RS232 voltage levels can damage an Arduino.

Perhaps you teacher just means to make a serial connection to the IDE. RS-232 cannot be done because the IDE uses the USB connection. Writing a program to send and receive from the IDE serial monitor would be a good first exercise.

This makes no sense because the Arduino Serial Monitor is a program running on the computer and there is no need for serial communication between the the computer and the Serial Monitor.
My guess is that you were not listening when the teacher gave out the assignment. If so you need to ask your teacher to explain it again.

I would like to take the meaning of the statement as follows and then proceed with a suggestion:
1. The Arduino UNO will remain connected with his PC (PC1) via UART (hradware) Port/USB Port of the UNO. In the PC, a Serial Monitor will appear by virtue of the UNO's IDE.
2. Another PC (PC2) will communicate with the Serial Monitor of PC1. The communication linK is: RS232 Port of PC2, MAX232 Chip (RS232 < ----> TTL Conversion), Software UART Port of UNO, Hardware UART Port of UNO, USB Port of UNO, and the Serial Monitor.
4. Now-a-days, it is hard to find PC that is equipped with RS232 Port; the possible connection layout would be as follows:
USB Port of PC2, USB-to-RS232 Converter Cable, MAX232 Chip (RS232 < ----> TTL Conversion), Software UART Port of UNO, Hardware UART Port of UNO, USB Port of UNO, and the Serial Monitor.
