rss feed displayed through led's Hardware

Im an extreme noob with all this so sorry in advance ;D

I would like to create a system that gathers information from an weather rss feed and display the information led's.
In total there would be 62 white 2mm led's with up to 30 turned on at one time with 6-7 running visibly brighter out of the 30. larger RGB 5mm led's to light up as a display.
Wifi to gather the information.
Led's to be dimmed both manually with a dial and automatically via a sensor.
Set the location through a gui either accessed though a usb and a web app (i was thinking like how you change the settings on your router)

I am hoping for some direction I suppose the question is what is the minimum hardware would I need to drive that many led's and have the wifi connectivity and what language?

Is that a trick question? You posted a list. You'll need to figure out how you are going to drive 62 LEDs "and some larger RGB LEDs" with at most 54 pins, and that doesn't account for some of them being used as SPI pins, Serial pins, etc.

When you order the RGB LEDs, most places don't accept "Some" as the quantity.
