Does anyone know if it is possible to control a bicolor matrix 8x8 (24 pin) with only one Max7219?

Hi, this has been discussed several times before, so search the forum. But I seem to remember the answer was "no". If you want to drive only one colour, then that can be done.

Maybe look at a ht16k33 module?
