The solution to the safety problem here is an array of 500mm long, sharp spikes that someone falling would be impaled on, no one will forget their safety equipment.
The best and simplest way to cut road traffic accidents to zero is to make seat belts illegal and replace them with a large spike coming out of the centre of the steering wheel.
Spikes are good, these spikes prevent wolves from killing your dog.

Just go back 50 or so years and that is pretty much how cars steering columns were made. A solid steel shaft from the wheel to the steering box. Literally a spear.

Probably true, but the drivers were mostly unaware of what they were behind!
