I have no idea what anyone would charge, either for the few minutes it might take or for the job. I cannot advise you about finding someone qualified and legit.
But we hew to wanting to help you. Your code and things taken from here and there on this thread shoukd be enough. You are close, and I hope you would enjoy finishing this and might do another project. No one was born knowing any of this, and even people who have been doing this since the 20th have things they are still learning. I have said I wouldn't be here if I didn't learn something almost every time I visit.
Do you have a sketch that just prints the time? And attempts nothing else?
Your fading code looks plausible, and you've been offered a few solutions for turning something on and off respecting times you choose.
