Not having LEDs up...... Are You saying that those LEDs is the way to detect button/triggering working?
Yes, 1.8 volt is alarming in my eyes. Can You use digital pin 12 instead? Change connection and code.... There's an internal LED connected to D13 and I'm not sure if that circuitry tricks us.
