I have possibly an interesting project, I am not sure if it is feasible or even cost prohibitive at the moment, but I know you guys like a conundrum to solve.
I would really like your ideas and thoughts on this. at this time I know nothing about Arduino but am really keen to learn.
I have attached an overview of the project and what I see as issues.

I think the words: "I'm sorry this is a long letter, I didn't have time to write a short one" seem relevant.
Please take time to write a short description so we don't have to waste time reading a long one.
take the text from your doc, and pasted it into a post, if you full up a post, then you need cut the wording down to something manageable.
if you can and scheumatics or wiring diagrams post them, the HOW TO USE THIS FORUM (a sticky post on every forum) will tell you how
any sensors or parts that you need help with, please post a link to a data sheet, or the make/model.
typically, if you cannot get all this into one post, you might need to re-think what you are requesting from us.
we can help you with a problem when you have one, but that usually means you have tried to figure it out yourself first.
