Scrap from old toy, what is this changes LEDs and brightness VIDEO

I scrapped an old toy and gathered this. Supplied 3.7v via cap, with 47 ohm resistor.

Question is; how to make this effect? In that black dot is there a microcontroller(don't think so) ? What are the ways to do this considering black dot is very small?

Yes, there is some kind of controller in that black dot.

Most likely a microcontroller, could be a custom ASIC.

It is called Chip On Board (COB). The bare chip is mounted directly on the board and then covered with a glob of epoxy. It is used with (relatively) simple chips in high volume applications. It save cost by not packaging the chip.
