I was thinking about a project to control a tv using an arduino with bluetooth and an android phone. The idea is based on an emulated hdmi output on the android phone: the hdmi output data would be sent via bluetooth, thanks to an application. Arduino shold be able to convert bluetooth data into an hdmi output for a monitor. In conclusion, how long would it be? I’d work with two or three friends for three hours a week (more or less). Is the project feasible? How much would a prototype cost?

Your title and your description are not the same.
If you just want the Arduino to switch something on or off it is probably feasible - but you need to provide a lot more detail.
If you want to send video data through an Arduino the answer is NO as @PaulS has said.
