I built it, it's work, but the max output voltage of the transistor is 1 volt.... !

That link you posted to the schematic won't work, been trying it for 3 hours now. Can you post the schematic. Basically you are doing something wrong if you only get 1V out of it. But without knowing where you only get 1V and out of what I can't help.
There isn't a diagram on this link. It fails to mention a series resistor in the base Use 1K or so.
If you are only getting 1V at the collector of the transistor you have probably wired the diode across the motor the wrong way round.
Make sure all the ground are connected together, that is Arduino and power supply.
But please post a diagram of what you think you have.
