I don't think he is looking for investors or funding partners, but rather someone to work with him on the project through a Kickstarter.
That isn't to say that I think it's a viable project - without more information, I wouldn't know. I'd say that if anyone was interested, they should contact this guy and ask for more details about what they are getting into, what their role would be, how the work decisions and work would be split (ie - you don't want to find yourself doing all the work) - and what/how your efforts would be rewarded (either via the KS or otherwise).
Make sure that the project seems viable - that it isn't something that completely violates known science or engineering principles - and that it is something you think others would want. Find out whether this guy's intentions are to build a long term business around this product, or if he just wants to make a quick buck on KS (steer away from the latter, as you would likely be "left holding the bag").
Find out what his experience in such things are, ask for references and/or a CV.
Contact those he works for or worked for in the past. See if his experience in his career relates at all to the project (this may or may not be a perfect indicator - but if it were a project for some new software widget, yet the guy never has contributed code to a open source github repo, or hasn't worked at software dev for more than 5 years - it may not be a great decision to partner).
Review his postings here on the forums - see what his past postings indicate, if anything.
Then - get a contract written up by a lawyer - ie, protect yourself as much as possible. Have a lawyer review any documents sent to you for signing, etc by the other party. Cover all your bases before diving into something like this, especially if everything is going to be conducted online and/or you aren't even on the same continent...
