COM1 is hardly ever the Arduino. Does COM1 disappear when you disconnect the board?
If COM1 does not disappear, it's not your Arduino. What are the other COM ports; check in device manager which one disappears when you disconnect the board; that's the one that you need to select in the IDE.
There is also a chance that you might be using a charge-only cable. If no new board shows in device manager when you connect the board, that might be the case. Test if that cable works with another device like a cell phone and you can e.g. download files from the cell phone to the Arduino.
