Sending 5v siganal to control a external breadboard fuction

Hey im trying to make an arduino uno send a 5 volt signal (That i can controle in IDE.) to then controle a function i have set up on a breadboard. Is this possible?

side note: Maybe i can controle with the ground. can not find anything about it.

Yes, as long as the 'function' on the breadboard shares a GROUND with the Arduino and doesn't draw more than about 20 mA from the signal line.
