Sequential flashing LEDs

I just know the solution to this is pure simple. But for the life of me I can not solve it; I have seven amber LEDs and I need them to flash at about 15 Hz. But, each one comes on flashing the 15 Hz for two seconds at a time in sequence and repeat over and over. I can make the repeating sequence happen, but only if the LEDs stay high steady for the two seconds. How do I get them to flash at the 16 Hz as they do their 2 second sequence?

Boy, do I feel dumb about this.
