Whilst this is plenty fast enough for most purposes there may be occasions when a faster baud rate would be beneficial as was the case with previous versions

The forum is the best place for support and discussion. The GitHub issue tracker is the best place to make structured bug reports and feature requests. Just do a quick search first to make sure it hasn't already been reported. Even though the Arduino IDE 2.x repository was just made public yesterday, there is also a large collection of reports for known issues and feature requests collected over the last couple years by the developers and Pro IDE users.
It's definitely a good idea to link between the related forum and GitHub issues because often there ends up being valuable unique information collected in both, and interested parties can only get the full picture if they see the entire discussion.
I am a member of the team developing Arduino IDE 2.x (though my involvement is mostly at a janitorial level) so I will try to transfer bug reports from the forum to GitHub when the reporter is unable to do so, but I can only do that effectively when I'm able to personally reproduce the issue. So it is often much more effective for the person experiencing the bug to make the report directly. That way, the developers will have a direct communication channel if they need more information or verification of a possible fix.
But it's perfectly fine for people to use the forum to make initial bug reports or feature requests if they like. The forum community can then have the opportunity to make a first pass at the thing. Maybe we will end up resolving it here, leaving the develpers more time to write code, or perhaps the discussion that occurs here will produce refinements for the final report on GitHub
