sERIAL PRINT PROBLEM

I have developed own clone of arduino. I have below two set of code.

when i upload first code . I get Serial print welcome for 1000ms.

WHen i upload the second code Print statement wont print at all, Print only Welcome.

Can someone suggest what might issue.

I am using atmega 328p-PU
