It is not just a h/w design problem.
There seems to be some misunderstandings about i2c h/w and the various libraries by the OP.
From a design perspective, I would say it more of a system level design issue, as it involves not only h/w but s/w libraries and sketch code as well.
But overall the core problem seems to be that this is an XY problem that is obviously driving things in odd directions.
I'll refrain from any further comments until there is more information about the project since several pieces of information have been asked multiple times with no response.
