Setting arduino up as vpn server

Hello fellow arduinoans,

I have one question for you all.

Can I setup my Arduino Uno and Arduino GSM Shield to act as vpn server if it's connected to the internet through GPRS assigned with a fixed public ip-address from my mobile operator?
