I think it will short out the voltage regulator on the board, this link may help

This link refers to the vin pin. Is it the same as the 5v pin? So, will the regulator get fried?
It looks like the Vin and 5v goes straight into the MCU Vcc, so if there is no resistance inside it a short will happen. The image looks like it goes straight into GND
Ok.But can an one second short create a problem?

No permanent damage should result. Actual protection depends on the voltage source you are using.
If using USB power source the on-board 500ma thermofuse will open up and your PC might complain about lose of USB device or something, but worst case once you remove the short, you may have to unplug and replug the USB connector.
If using external power either via the arduino board's external power connector or the shield Vin pin, the results of a short circuit on the Arduino +5vdc bus would be that the on-board +5vdc voltage regulator will go into self protection mode and turn off the +5vdc bus until the short circuit is removed.

Hi,
Todays i just tryed to power on a led by puting the + of the led to 3v3 and the - of the led to gnd, in the same time i had
the arduino puged in the USB port of my PC, so in that time i heared a plug out sound of a usb from my computer
and the arduino stoped working (stoped working : I couldn't see it on my PC manager as a port).
So I tryed to tuch again the GND and 3v3 and the arduino somehow turned ON again, but I done the same mistake
again and I tuched the 3v3 with the ground and the arduino turned off again.
I tryed again by tuching the pins 3v3 and ground but nothing hapening, only the Green led on the arduino working and that's
it.
How can I fix it back ? how to turn it On back ? I tryed several times to tuch the 3v3+gnd but nothing happening.
