Short circuit or something else ??

Hello i have a problem with my wiring... probably....

Im using 3 of these , i have common GND for all 24 leds and chips , and when i feed the chips with 5V without arduino connection , 3 "command" (purple,blue,orange) wires are to "air" , the leds from the 2 chips are off, the other one is on , when i start touching the 3 cables of each chip, the leds of the chip are flickering...

I suspect that adding some power bypass caps (.1ufd) for each chip mounted as close to the Vcc and ground pins of the chips might be helpful.

I am using 3 of these

How?
All connected to the same pins or chained or parallel but different input pins?

Anyway decoupling capacitors are needed before you start doing anything else.
