If it is counterfeit then the answer is NO, don't buy it. Counterfeit would mean that someone is pretending it is a genuine Arduino when it is not.
It is perfectly legal to make and sell clones of the Arduino boards - provided they don't claim to be genuine Arduinos.
On my genuine Uno the capacitors are rated at 16v. A higher voltage would be no problem.

Yes. The OP has asked whether a board with 25v capacitors would be OK?
Or perhaps he has asked if 25v is standard then is 16v OK?. As far as I can see 16v is standard.
