SIM Card Breakout board - what is it?

Hi,

What is a SIM Card breakout board? I saw one of these from a seller who usually sells SIM300, etc. modules. Without additional components, can the breakout board be used for simple communication - for example, to at least know a message has arrived and then trigger an action? Would it involve establishing connection, authenticating, etc. with the service provider too?

I am too tempted to try this. Would this component be worth it for a cost-contraint newbie with almost zero knowledge in protocols?

Such a board is just to allow electrical connections to be made to the sim card. The board is passive, it does not do anything other then allow the sim card to be wired to something that knows how to utilize a sim card.
