You don't say what 'this' is
Can just as well be an ordinary power plug with cable (230V) in which case it's obviously not safe.
Is the AC or DC? Is the output regulated?
Tape the open ends (where you soldered) near the end of the cable (or use heat shrink tubing); no risk for accidental shorts there.
The color scheme is a bit weird (blue and brown normally are for mains...) but it indeed looks like a nice 12V supply. Don't know how good the regulation is but for a motor that's probably not a problem.

Mehhhh, buy yourself some heat-shrink... Tape is ugly ans always leave a terrible sticky mess.
