To me, there is the reality of line voltage and the hardware limited abstraction of the conversion and then what you do about it.
Averaging the stair-step +0/-4.88mV to +/- 2.44mV does not strike me as less accurate but rather closer to real on average.
It's not like you can insert a vernier into the ADC though perhaps oversampling is a version of that?
