This looks like a device to send out a pulse and return the distance of an object in front. It sends out its own pulses and detects only these reflected.

The 38 kHz sensor is exactly that, it looks for an IR signal modulated at 38 kHz and gives a logic output which indicates not the 38 kHz pulses themselves, but the presence of the pulses.
The second device, a simple IR photodiode, responds directly to each and all of the 38 kHz pulses and is much less sensitive than the first, which contains an amplifier with considerable gain. If you are receiving HIGH and LOW levels, this means you are very close to the source but you would need software which can look for a pulse stream that occurs at 38 kHz and determine when that stream starts and stops in order to find the transitions that correspond to your actual data stream, all of which is what the first sort of detector does internally.

Yes as weedpharma and Paul_B say this is! in fact a Vishay TCRT5000L and is just an IR LED and IR detector in the same package, great for line following and detecting things at close distances (a few CM's) but not much else. I have used it for these jobs and it works well, what you need is perhaps a Vishay TSOP31438 for 38KHz (the last 2 digits indicate Freq).
