Why do you want to use phase control?
Why not rectify and filter and use PWM to DC motor?
What are the specs on the 12DC motor?

Triacs are ok for resistive loads but scr's were always used for large inductive motor type loads. This was primarily because this family of devices can also be triggered by exceeding their dv/dt rating. With motor type loads back emf voltages could rise very rapidly across the off devices, exceed their dv/dt maximums and turn the device on when it should be off. Results are interesting with a 30HP motor that needs a slow start! The ratings of scr's were always better than those of the triacs available. Things may have changed since the late 60's early 70's when we used to build these type of controllers. Back then we used a hand full of transistors to achieve very respectable results, including tacho speed control, current limiting and controlled acceleration. We also made very large DC welders with very good current control which were a dream to use in those days. We even made our own PCB's in house for our products. Not an op amp or a processor in sight for us boys!
