relayPin does not go High and Low? What is connected to A2?

not to be rude, but thats not the part im having trouble with.

The A2 pin is connected to a + 2k | 1k - voltage divider. so gives me 1V to 4V for 3V to 12V input

relay is just a name, its actually a mosfet gate connected to a dickson charge pump through a pnp-npn high side switch. in short, relay. ( ik, doesnt make sense)
