i had it setup running via a bread board using the tinggps sketch (only change being the baud rate from 4800 to 9600)
worked great supplied me with correct information which was accurate
then i plugged it together the following day and all im getting is this (image at bottom), tried different rx/tx pins and tried programming different pins etc
i also have a gsm shield i tested and it still works no problems
is this a case of not having access to a satellite?
I didn't initially alter the wiring, but even so It's 4 wires. Also tried the GPS before in another location and still have the same issue, is there anyway o can test the skm53 to rule out hardware failure?

There's a rather fundamental misconception inherent in this question. That is that we are intimately familiar with this piece of hardware. I, for one, am not. If there were a link lurking, I might be inclined to have a look. Without a link, though, I'm not all that inclined to go looking.
while i'll re-iterate that the data sheets are useless with regards to hardware problem solving
I uploaded the same tinygps sketch I've tried to get working all day clicked on the serial monitor and it starts working, fantastic it works, frustrating I don't understand how
not touching a thing on it from tonight, i'll try it again in another location tomorrow

Perhaps, but they would show the hardware you have. Perhaps there are clues that you don't recognize. If you don't want to show the link, though, that's fine.
fantastic it works
Great. Take a picture of the connections, in case you need to recreate the setup again.
