What controls the brightness? Hefty amount of 5V current? Add a transistor the Arduino can control to turn off that current. Or control it with PWM to dim it.
There are plenty of links to arduino sleep modes for uC power saving. Regulator, USB/Serial interface, autovoltage switching, power LED will all be on still, so savings is not that much.
