What is wrong with the information you got back from the meter?
Where are the relays connected? What controls the relays? The meter?
Why can't you send anything else? What have you tried and what were the results?
Where is the meter documentation stored and why are you keeping it a secret from us?

The Relays in inside the Meter, It's Street Light Controller,
The relay controlled Via commands and I don't know it.
Why can't you send anything else? What have you tried and what were the results?

Now your posting begins to make sense. How old is the device? Why can't you get documentation from the company that made it, or whoever installed it? Is your meter the only one in the area? Who maintains the light system? Is it you?
Oh, and where did you get the message to send to the meter to get what you got?

It's a New Device, I have the manual but not including anything just saying Communication protocol GPRS: DLMS TCP/IP and the baud 9600
It's meant to be distributed system and connected to the network,
I'm trying to implement the module to help them in the system and we can't get any details from the company produced the meter

Lots of hits on DLMS protocol. Want to find the DLMD Users Association blue book and green book. I downloaded a PDF of excerpts from the Blue Book. There seems to be a security protocol you must pass before accessing much on the machine. Which is not surprising. This is really what Russian hackers would love to play around in!
