smart phone to programmer?

I have an old pantech model txt8040pp. is there a way to wipe the phone of all data and make it a programming device with arduino so I can use it to program my creations away from my home pc. using it as the computer. it has a 2.0 cam sd slot qwerty keyboard very small build in . Wi-Fi internet was on it but no service since 2011 the last time I used it. it was hidden in my closet until recently. I am a noob at programing and building prototypes . I did build my current pc from plug and play parts. any helpful ideas are welcome.

Sure. Just go to the Arduino site and download the IDE for your phone. Oh. Wait, that's not going to happen.
