I'm looking for a solar panel that will be able to charge my Li-ion battery (3.6V Samsung 29E 2900mAh) with TP4056 charger.

The panel would probably charge the battery, when in full sun. Make sure to obey the input voltage restrictions of the charger module.

Can I then charge battery not only in full sun?
Care is needed, you have to know what the open circuit voltage of the solar panel is.
When the battery is charged then the solar panel voltage will rise, above 6 volts, and the voltage might rise enough to damage the TP4056.
Suggest you buy a panel, try it out, take all the measurments etc and report back to the forum.
