Whatever latitude you are at there is an azimuth that the sun appears to move along from E to W. That azimuth goes from winter low to summer high and back every year, 46 degrees of change in 365 days. It never changes as much as 1 degree per week.
Tilt the panel up to face there which you can calculate for any day and you only have to rotate E to W.
If you glue a tall can to a board and put light sensors next to the base facing up then you can tell when the can is pointing very close to directly at the sun. If it points away, the shaded side(s) will be the away side(s). If all sides are shaded, wait for the cloud to pass or morning to come. Consider sun rays to be parallel to about 1 millionth of a degree.
