You can connect just about any solar panel to an Arduino. The result of that connection depends on the solar panel, the Arduino, and how you make this connection. Smoke is a real option.

It would be better to power the Arduino from a battery and use the solar panel to keep the battery charged.

My personal recommendation if you do not want to go the battery route would be in the following chain:
Solar Cell
Super Capacitor
D.C.-D.C. Converter(buck converter)
Arduino

You could still use a battery but it would be:
Solar cell
Buck converter
Lipo charger
Lipo
Regulator/buck converter
Arduino

But this is how I do it, my methods can ALWAYS be improved upon.
I use the first to run small BEAM Robots that I set free.
