However, in this specific case, using a resettable timer (debouncer) to check for stability doesn’t seem like a great idea to me… imagine a chicken walking in front of the sensor and resetting the timer every time 
A slow simple moving average (SMA) over at least 30 minutes sounds more appropriate, followed by a bit of hysteresis with two thresholds.
