Not really, they are exactly the same processor, just a different board. Only thing that can be different is the amount of ROM.

I haven't looked at the datasheet of the regulator (weird symbol..) but I would swap the caps. Or at least have the bigger cap on the input. Having a 100nf ceramic on the input is never going to hurt. Just follow the reference design in the datasheet.

No particular concerns; it's the same chip, and as far as your code on the chip is concerned, it's the same thing. It doesn't care that the pins aren't broken out.

Looks fine to me. You definitely need caps on input and output of regulator. These requirements are not identical between different manufacturer's take on the 1117 regulators (There are a ton of companies making 1117 regulators, and they often get substituted for eachother, which is usually fine - but a few of them say you shouldn't use ceramic caps, for example - I would choose not to use those - and have different suggestions for values of the caps. The best 1117-series regs that I've seen are the ZLDO1117 series)
