Sourcing membrane keypads

I found the perfect membrane keyboard for a planned project, googling solutions brought me to hisupplier.com, where you 'show intent to purchase' products, and manufacturers reach out to make offers.

I got deluged with a dozen or so responses, most concerned me...they looked a half step away from spearphishing emails, some requesting minimum purchases of $1000, another would send engineering samples for $100, sent through western union.

How do you find trustworthy vendors, selling these things at a reasonable price in reasonable quantities?

I'm looking for a waterproof keypad with roughly four buttons and LEDs...

The manufacturers to whom you were speaking probably have a hard time making a profit off less than a couple hundred units. It simply does not pay their tooling costs to manufacture in small numbers. Maybe you could fabricate a PCB and, I don't know, injection mold the keys? How about flexible 3D printing filament?
