Do you mean that you want a text message when you are in a zone with speed limit higher than 60kph?
OR do you mean that you want a message when the vehicle speed exceeds 60kph?
I presume you will not be driving this vehicle because it is illegal to use a mobile phone while driving.

Not what you asked in the first place.
If you have a GPS then the messages will tell you your speed. Then when it exceeds 60 Km/H you use your GSM module to send you a message.
If you want something different then please give a better explanation of what you want and what help you need.
