SPIFFS not working

I try to use SPIFFS to use e.g. images with openweathermap, but despite following the instructions of Arduino/doc/filesystem.rst I don't get a Tools option > ESP8266 Sketch Data Upload. Does anyone have an idea why I can't upload that? I use esp8266 (Nodemcu)

The problem is the new version 2 of arduino. With a old vversion it works perfect. How can we use this with the new version??????

The plugin mentioned works only with Arduino Legacy IDE (1.8.X).
Which version are you using?
