I used to use
220V Voltage 110W Stainless Band Heater
30mm in diameter (as pictured) and I am very pleased with it.
But now I need the same heater but with a diameter of 10 MM
Is it achievable and is there alternative hardware?

A quick Google indicated that small diameter heaters are difficult to find: I drilled down into a large Chinese site and did not see your need in a standard size:

The above link indicates custom sizes are available, but I doubt in a quantity of one or two. eMail them if you wish.
