standalone xbee

i start a project for a e-bike
i need to control the arduino board by a xbee remote
can i use the xbee as stand alone without the arduino (it need to bee very small to put it on key)
that is can bee done?

To do what? There are some things it can do without another microprocessor around; there are some things it can't do.

if you need the xbee to be like your security then your better of using RFID for your key

The Series 2 XBee modules have digital inputs, digital outputs, PWM outputs, and A/D's so yes depending on what you want to build it may be possible to use a standalone XBee module. If you need more current or voltage than you can get directly from the XBee you can add external circuitry (e.g. a transistor to switch higher loads, etc.).
