Start on Arduino with Android

Hi,
This is my first time writing in this forum. I searched the forum but I olny found old topics.
I am a programmer but I know little about electronics.
I would like to have an Arduino that communicates by radio signal with the other devices that can open and close an electrical circuit. The central board arduino must be manageable by android software as well.
Is thre a post that talks about this? if not, can you suggest which arduino I should purchase.

Buy any type of arduino and a Bluetooth slave board.
Search on ebay
You will get then there very cheap

TinkerKit Relay integrated with Bluetooth slave board and one arduino board which controls the bluetooth device or more than one Bluetooth device.

It's correct?
There are examples of how to integrate Relay and bluetooth slave?
