Hi. I'm new to all this. I'm also new to Arduino. I don't know if this is allowed. I'd like to commission someone to make animatronic eyes for me. I know there are eye kits on the internet. I know you can buy these eye kits online but they all use joysticks. I'd like the eyes to blink, and narrow once in a while. I saw a builder use a board for facial recognition. But only to direct the eyes to the person in front of them. No complicated coding. Basically, like someone who is paying attention to a conversation. But I want the eyes to be programmed to do it itself without a joystick. Once built, working fully, and existing kits can be used. Then I want a kit with instructions assembled, so I can build a second set myself.
Eventually, I'll do upgrades myself and with help from forum posts. But again, I'd hire someone to build me a working model, and assemble a kit so I can build it myself. And use the working model as a guide.

@op: narrow down what you're asking for. Right now, your post is all over the place with wild requests that could easily add up to tens of thousands of $$ in development costs. Remember that for most projects you see online, the builder isn't accounting for the cost of their own time!
If you can simplify what you really need to one or two basic requests, the workload needed will drop significantly.
If it helps: my eyes as have independent eyelids, so you can show emotions like anger and suprise. Also (what's not shown here) there are eyebrows, aileron/rudder/elevator controls, moving cowlings, smoke, audio tracks, remote control and realtime control system. Moving object detection and following is not implemented yet (but easy - compared to the other stuff). There's also an interface for my special friend ChatGPT
