Stepper Motor Vibrating, Nothing Seems to Fix

If you don't need much torque, choose a much lower current stepper, or run the one you have at 0.5A/winding.

I've been running it at 0.96V, using the Vref = Imot * 8 * Rs formula and plugging in 1.2A as the input motor current.
