Yes, but you probably need a ready built ST Discovery Kit with that an STM32W MCU
Not necessarily; you could DIY a PCB and just slap it on there. It's not rocket science, but helps to have some experience routing PCB's and working with smd components. This chip also comes as QFN which can even be hand-soldered.
If someone asks whether they can use a fully documented MCU to talk to their PC with BLE, I'm not expecting them to be able to build a custom board for it. Let alone design one to support the radio circuitry to do it properly.
