I don't think that you can use this here. It has been superseded by Cube Programmer.
The version of the STLINK firmware I have is V2J37S7 which, from the version number, would appear newer than yours:

If you installed a Serial bootloader, it switched off SWD debug interface and make using St-Link upload impossible. In that case you should install a St-Link utility and first erase the entire mcu.
After that you will able to use St-Link for uploading again.
