Strange Problem

I have read many complaints, mostly old, about the Arduino IDE using too many system resources. My problem is the opposite. Arduino IDE v2.3.2 does not use available system resources. It rarely uses even 1% of CPU and it takes minutes to compile even simple sketches. It was not always like this but I don't know what changed.

I uninstalled the app, deleted remaining folders, cleaned the registry, rebooted, and reinstalled the app. No effect.

Turning off AV had no effect as I had already excluded all the related folders.

Hardware:
2 x Intel Xeon E5 2699 v3 processors with 18 cores each
64 GB RAM
Terabytes of hard drive space

It sounds like you got caught in a windoz update. Try changing its priority.

The compilation process is very sensitive to disk speed. If you have a HDD, it is better to replace it with an SSD. If you have several disks in the system, configure the IDE so that compilation occurs on the fastest disk

I tried increasing the priority for all the processes I could identify as belonging to it. This had no effect which seems reasonable. When only 1% of CPU is being used there should not be any contention for resources. No other foreground processes were running.

The IDE might use only one core, in which case you are already down to 1/36, or 2.8% of processor resources.

Even so, it never used to take 8 - 10 minutes to compile a sketch.

What were you using before? I haven't bothered with V2 of the IDE, as according to recent reports, it still has many problems. IDE 1.8.19 certainly has its limitations, but in my hands, on a quad core, 10 year old Win10 machine, it is much faster than what you report for quite large projects.

I am using v2.3.2. I think this is the latest version. I have been using v2.x for some time now. Initially it seemed a bit slower than the previous versions but not by much. Then it seemed like they fixed that, until now.

Virus scanners may increase compilation by a factor 10...
In virus scanner you can exclude IDE from continuous scanning...

All my drivers are up to date. I tried installing the latest version 1.x of the IDE and compile time increased by about 30%. The Microsoft Compatibility Advisor suggested running it for Windows 8. That seems to have helped.

This reminds me of a program I had in the 80s or early 90s. It checked to see if there was enough memory before starting. Computers were developing very fast back then and when the memory exceeded a certain point the program got confused and refused to run even though there were plenty of resources available.
